최근까지 세계 곡물시장을 뒤흔들던 투기자본이 금융시장으로 이동하면서 국제곡물가격의 상승세가 다소 주춤한 상황이지만, 식량자급률이 전 세계 175개국 중 124위, OECD가맹 30개국 중 25위의 한국으로서는 식량의 안정적인 확보는 여전히 해결해야 할 과제이다. 세계 곡물시장은 태생적으로 불안한 구조를 가지고 있는데, 여기에 더해서 최근의 식량위기는 미국 등 곡물수출국의 식물성연료정책과 투기자본의 가세 등 곡물자체의 수급문제의 완화로 해결되기 어려운 양상을 보이고 있다. 또한 Monsanto를 비롯한 생명 공학기업들은 식량위기를 유전자조작농산물의 확산기회로 이용하려는 계획을 구체화하고 있다. 식량위기로 곡물 수출국가들이 자국의 곳간을 챙기기에 나서고 있는 현실에서 안전한 먹거리의 안정적인 확보는 자신의 곳간을 스스로 챙김으로써 가능하기 때문에 식량자급률의 제고를 위한 다각적인 노력과 이를 보다 구체화하는 방안의 마련이 필요하다. 국가적 차원의 식량자급률제고는 품목자급률의 제고와 함께 지역자급률의 제고를 통해서 구체화 될 수 있기 때문에 로컬푸드(local food)운동이 필요하며, 아울러 지역농산물의 가공활성화를 통한 농업경영의 안정화와 농업생산의 확대 등도 이루어져야 한다.
Even though the world grain market is ge179nerally unstable, bio-ethanol policies of grain export countries and an inflow of speculative funds have made the food crisis worse. Such biotechnology companies as Monsanto have also concretized the plan of spreading genetically modified crops. Given the fact that major countries producing grains have restricted their exports, it is highly necessary to improve the grain self-sufficiency ratio and make strategies to concretize it in order to ensure the stable safe food. Since the improvement of grain self-sufficiency ratio in national wide can be achieved by enhancing regional self-sufficiency ratio, the establishment of local food system, the stabilization of farm economy through revitalization of the local food processing, and the expansion of agricultural production will be indispensable.
