소규모 독립점포의 VC화 방안에 관한 연구

A Study on the Voluntary Chain System of Small and Medium-Sized Retailers

최근 인터넷 쇼핑몰과 TV홈쇼핑 등 무점포 유통업이 크게 성장하고 있을 뿐만 아니라 대형마트, 프랜차이즈 형 편의점 증설 및 SSM(Super-Market) 등의 진출로 인하여 소규모 영세 독립점포의 경영여건은 나날이 악화되고 있는 실정이다. 본고는 이러한 영세 소규모 독립점포의 생존 전략의 한 방법으로 이들을 협동화, 조직화 시켜서 결속력을 강화시켜야하겠다는 정부의 취지에 입각하여 그 가능성과 실제 운영방안을 RSS(Retailer Support System) 구축을 기본으로 한 볼런터리 체인(VC : Voluntary Chain)화 및 운영시스템을 연구 개발하였다. 그러나 아직 VC 가맹본부와 가맹점간 법·제도의 미비, 재무 상태의 불안정, 본부와 가맹점 간 시스템 구축의 미비 등 성공적인 VC 조직과 운영에 대비할 사항이 적지 않다. 향후 정부는 VC가 영세소매점을 견인하는 역할을 원만히 수행할 수 있도록 MD, SV 등 전문 인력을 양성하고, VC 본부 매뉴얼 마련과 VC본부 선정을 위한 명확한 기준 및 가맹점 만족도 평가체계의 구축방안에 관한 심층적 연구가 필요하다.

The management conditions of Small-scale Independent Stores is recently getting worse everyday as storeless distributors such as internet shopping malls, TV home shopping and so forth greatly develop and the number of large-scale marts and franchised convenience stores increase as well as SSMs; entrance into the market. This paper presented VC(Voluntary Chain) Operation Sysetm with RSS(Retail Support System) construction for the possibility and actual operation plans based on governmental goals to strengthen solidarity by motivating small-scale independent stores into cooperation and organization as a way of their living strategies. However, there are still many issues to achieve successful VC organization and operation, which includes lack of legal institutions between VC franchiser headquarters and franchisees, unstable finance, absence of system between the headquarters and franchisees and so forth. In the future, government shall cultivate experts such as MDs, SVs and so forth so the VCs can smoothly play a role to draw poor small-scale retailers. Also arrangement of manuals for VC headquarters and clear standards for selection of VC headquarters as well as studies to construct satisfaction evaluation system are necessary.
