The Revised National Curriculum in 2007 made an attempt to activate culture education by placing the item of culture in the material category, but did not succeed. The basic reason is that the Curriculum has approached culture on the basis of the same old model of language centered education. But to be more effective, the integration attempt should be made from the perspective of culture-centered education. In order to achieve the set goal for culture education, this research suggests both the development of an independent English curriculum for teaching culture and the establishment of cultural patterns that will cover the whole range of culture learning. Once cultural patterns are set up, materials used to materialize or dramatize them into a textbook should be established as well. As indispensable items for teaching the values of target culture the cultural patterns are designed to take the similar role of communicative functions. This study will contribute to the achievement of the two goals of English education in Korea, that is, communicative competence and cultural competence.
