노동조합 역시 하나의 조직시스템으로서 노사관계를 둘러싸고 있는 내
외부환경의 변화에 의하여 영향을 받는다. 노사관계의 환경이 변화하면 노동조합의 중요한 목표인 조합원의 권익향상을 위한 전략과 역할 또한 변화하여야 한다. 21세기 오늘날 노사관계의 제반환경의 급속한 변화는 노동조합에 위기적 상황을 초래해 왔다. 이를테면 노동조합이 글로벌화와 경쟁의 격화, 제조업에서 서비스업으로의 산업구조의 변화, 노동시장에서 여성의 경제활동참가 증대, 근로자의 고학력화 그리고 작업조직의 변화 등의 외부환경 변화에 직면하면서 한국을 포함한 대다수 선진국가들에서 노조의 조직률이 수십 년 전부터 지속적으로 하락해 왔고 노조의 영향력도 급속히 약화되어 왔다. 본 연구는 이와 같은 외부환경변수들이 노조 조직률 하락을 초래케 한 원인을 분석하고 21세기에 있어 노동조합이 환경변화에 대응해서 노조가 생존하고 발전할 수 있는 새로운 전략과 역할을 모색하는데 그 목적이 있다. 본 논문에서는 21세기의 노동조합의 생존전략과 역할로서 노사공생 전략을 기본전략으로 하고, 하위전략으로서는 경영참가 강화 전략, 조직 확대화 및 유지 전략 방안을 살펴본다.

Labor unions are also affected by changes of internal and external environments of labor relations as an organizational system. If environments of labor relations change, union strategy and role to improve union member's rights and interests which is an important goal of unions should also be changed. Labor unions face rough times due to rapid changes in environments of labor relations in the 21st century. As labor unions now confront changes of external environment, such as globalization and intensifying market competition, change in industrial structures, increase in women's labor market participation and highly educated workers, and change in work organization, union density rates have continually decreased during the last two decades in most of the advanced countries, including Korea. Accordingly, influence of labor unions has rapidly weakened. The purpose of this study is to analyze the causes of environments which bring about the decrease in union density rates and to examine a new strategy and role of unions to survive and grow by coping with such environmental changes. Therefore, in this study, we suggest mutual gains strategy as a main strategy and strategy for enhancing worker participation and strategy for enhancing and maintaining union membership as subordinate strategies.
