남북한 통일·통합 방안의 모색 : `남북평화경제공동체 `

The reunification is defined as `a country or city that has been divided into two or more parts for some time is the joining of it together again`. If we define it for the south and north Korea, the reunification is that the south and north people live in a country under a same political regime. And the integration is defined as `the combining of two or more things so that they work together effectively`. This terminology is usually used in the economic matters, for example, the economic integration of european region as like as the European Union. It is not easy to distinguish the different meaning of two words, but the reunification can be considered as `a state which is accomplished through a process of the integration`. According to this definition, the reunification of Korea is `a reunified country based on a nation and a state`. The south and north government urged many different types of the reunification. Since 1960s, the latter propose the reunification program on the basis of the federalism which is called `the Koryo federalism`. Its essential assertion is related to establish `a country and two regional governments`. But according to the former`s opinion, the reunification of korean peninsula has to be achieved step by step; for the first step, the two sides should try to have the communication and cooperation. And in second and third step, the two sides should be reunified by a country through a confederal state between south and north Korea. We can understand that the reunification between south and north Korea must be based on the closer economic cooperation. In these aspects, establish the economic integration or community between the two sides will be carry out by stages. In present stage, I think that the two sides need to introduce an adequate model for economic cooperation. So I propose `a peaceful economic community between south and north Korea`. This kind of community contributes to solidify the two political regimes and to achieve the reunification between south and north Korea.
