Two contradictory opinions arose in the view of the English education as a serious political issue. This research has been made to offer a way to strengthen the English education through EBSe program as a public education, as well as a critical analysis on the usage of EBSe program by the students, parents, and teachers. Based on a collective research on students, parents and teachers, some way to improve the EBSe program are as follows: First, people recognized the EBSe program differently, based on the location of school and region. Elementary school students knew more of the EBSe program as opposed to the Middle or High School students. Many students, parents, and teachers in big cities also knew of this program whereas the people in rural areas didn't. More aggressive measures should be taken to advertise the EBSe program in the small towns as well as to offer ways they can actually view this program. Furthermore, students are influenced heavily by parents and teachers. Therefore, there needs to be an active advertisement to the parents and teachers. Second, the students' abilities on the English language differed based on their regional location. For example, students from major cities understood the program easily whereas students in rural areas said it was too difficult to understand. Thus, a wide range of programs based on the difficulty level are needed, especially programs that have considered the needs and level of the students in rural towns. Third, the actual usage of the EBSe program in local school are very low. This has to do with the inability to join the EBSe program to the school curriculum. Further analysis has to be made on the achievement level, curriculum, and the teacher's performance for elementary, middle, and high school English program. This is very important to further benefit and strengthen the EBSe program. Fourth, as opposed to the low recognition of the EBSe program in the rural areas, people in big cities have said they would continue using this program. High expectations arise by the students, parents, and teachers for the EBSe program. Therefore, if measures are taken to meet the needs and levels of the users correctly, the EBSe program will ameliorate the current public English education and furthermore reduce the private education fee.
