The purpose of this study was to develop heredity and evolution learning program of the middle school students based on learner`s rule generation activity. For this study, learning strategies for rule generation were set up based on the rule generation process. The learning program includes learning strategies for rule generation were developed by means of R & D methods. The programs include guidebooks for teachers, and worksheets for students. The worksheets for students and the guidebooks for teachers have been modified and completed through the process of programs derived from student`s response and interviews with students after classes. The results of this study were as follows. First, the worksheets for students include rule generating strategies to effective generate rule. The guidebooks for teachers are constructed for the teacher to help generate rule effectively. Second, the experimental group of the middle school students showed more significant improvement in terms of rule generation than the control group. Third, upon analysis of students` worksheets, the experimental group generated significantly more scientific knowledge than the control group. In conclusion, this program is more effective in generating rule, and it can be helpful to make other similar program development processes.
