국제 우주개발 동향과 한국의 우주정책 방향

International Trends of Outer Space Development and Korea's Space Policy

Outer Space has still boundless potentialities as a New Frontier and is also a space of Challenge and Hope to the future for mankind. In the 21st century, space science and technology will deve lop with greater rapidity. And continuous development in the space industry is expected, which is led by the increase of communic ation & broadcasting satellites and the expansion of satellite application. According to the materials of prospect for global market in outer space industry the scale of that industry is expected about 321.7 billion dollar in 2010, 450 billion dollar in 2015. The space industry will grow considerably according to the expansion of private mobile communication industry, the increase of activities of space exploration and the implementation of international space station program etc. The market size of the global space industry will grow continuously at the annual average of 10%. In Korea, also aerospace industry may create many benefits for the 21st century with new materials and life science industries. In order to ensure measures for the active development of the aerospace industry and carry out successful accomplishment of the National Space Program and new projects we need the reorganizatio n of government setups. There is a necessity for establish aerospace authority in governmental level, like NASA in U.S.A or RASA in Russia. Furthermore it is necessary to enter more actively in the global space market through the participation in the international cooperation. Through international cooperation, participants in the space activities can receive benefits out of abridging costs and increasing synergy effects. International cooperation is also vitally important in times of a disaster or an accident. It works also significantly in preserving environment and human rights. Win-win effects that states would benefit out of international cooperation will eventu ally build up bases for international peace and security. In this point I think it is necessary for us to establish ASDA as a regional and international organization in Asian zone. The ASDA will be pr ovided a vision of Asia's future in space and of the benefits for Asian people on the ground that satellites can supply. It also develops the strategies needed to fulfill the vision, through collaborative projects in space science and technology. It is desirable and necessary for us establish the ASDA, in order to develop the space industry. to strengthen friendly relations and to promote research cooperation among Asian countries based on oriental ideology, ethics and creative ideas.Unlike Europe, where European Space Agency (ESA) has shown vivid examples of international cooperation , Asian countries haveas yet shown scanty examples in such minor areas as in exchange of information at scholarly meetings and through courtesy visits. When South Korea become an independent space power either with her own technology or otherwise, she would be in a better position to play a role as a balancer in coordinating among the neighboring space giants.
