Improvement Ways of Financial Supporting Schemes for Overseas Construction of Small- and Medium Sized Companies.

The size of world construction market has increased and is estimated to be 5 trillion and 23 billion dollars in 2008. The size of overseas construction market is estimated to be 500 billion dollars in 2008 as 10 percent of world construction market. The proportion of development type construction project in overseas construction market has increased. Also, some foreign project owners require construction contractor to bring funds to complete the project. Therefore, the financial capacity of construction companies is an important competitiveness factor in overseas construction market. However, Korean small-and medium sized construction companies have shortfalls in financial capacity. Thus, this study examined the current states and suggested improvement ways of financial supporting schemes for small-and-medium sized construction companies for overseas construction. First, this study suggested the ways to expand overseas bonding capacity of Korean financial institution. This study proposed the Korean government to allow 'Construction Guarantee' (former 'Korea Construction Guarantee' will underwirte the overseas construction bond. And, this study suggested that the Korean Export and Import Bank will allocate overseas construction bonding capacity for small-and medium sized construction companies at certain rate. Second, this study suggested 'Overseas Market Development Supporting Fund' to be expanded from 2 billion to 5 billion Won for one year. Third, this study suggested that the Korean Export and Import Bank will allocate overseas construction loans for small-and medium sized construction companies at certain rate. And, this study suggested that the Korean Export Insurance Corporation will underwrite more insurance policies for small-and medium sized construction companies. Last, this study suggested the Korean government to expand official development assistant (ODA) fund for small-and-medium sized construction companies. Also, this study suggest that KOICA(Korea International Cooperation Agency) and EDCF(Economic Development Cooperation Fund) shall work in cooperation and that EDCF shall be united gradually.
