지적(임야)도면의 개선에 관한 연구

A Study on the improvement of cadastral map

현재의 지적(임야)도는 1910년대에 제작된 낱장 형태의 종이도면을 그대로 전산화 한 것이다. 따라서 기존 도면의 오류가 그대로 옮겨져 왔으며, 이로 인하여 많은 민원이 야기되고 있다. 특히 전산형태로 발급되는 지적(임야)도면은 과거 손으로 작성하던 것을 다만 전산시스템에 의하여 발급할 뿐, 전산화가 완료되었어도 과거 종이도면의 문제점이 전혀 개선되지 않고 있다. 이러한 불합리한 점들을 개선하고 국민의 욕구에 부응하는 지적(임야)도면으로 전환하는 것이 본 논문의 연구 목적이다. 연구결과 도면상의 문제로 위치복원 문제와 도면간의 접합문제가 도출되었다. 이러한 문제를 해결하기 위해서 지적전산데이터의 오류정정을 통한 연속형지적도의 구축, 온라인 공부발급, 3차원지적도의 작성, 속성정보의 추가제공, 전산파일형태의 자료제공 등의 개선방안을 제시하였다

Currently used cadastral map is nothing but a computerized thing of the form of a sheet of a paper drawing which was made in the 1910s. Therefore, the fallacy of the existing drawing is transferred without any alterations, and its consequential public grievances are a legion. Particularly, the cadastral map issued in a computer-based form is only the one nothing different from the map made by hand in the past with the existing matters remaining unsolved at all. Thus, the purpose of this research is to convert to a cadastral map that could meet the desires of the people by improving the irrational points at issue. As a result of research work, there came out an issue of restoration of a location and joining problem of the map outline. To solve these problems, this research suggested improvement plan, such as the establishment of consecutive typed cadastral map through the fallacy correction of computerized data for land registration, issuance of on-line official register, making of the three-dimensional cadastral map, additional offer of fast-paced information, and data supply of computerized form of files, etc.
