국가의 고등교육재원 배분 실태와 과제

Tasks on National Allocation System of Financial Resources for Higher Education

이 연구는 고등교육재원 배분모형을 고찰하고, 현행 고등교육재원 배분실태와 문제점을 분석한 후, 그 개선방향을 제시하는 데 목적이 있다. 이제까지 연구대상에서 소외되어 있었던 국립대학 교육비 배분제도를 분석 대상에 포함시켰고, 2008년 처음 도입된 고등교육재정사업비에 대한 포뮬러 펀딩 방식을 처음으로 다뤘다는 점에서 연구의 의의가 있다. 국립대학재원 배분제도는 협상형에서 수식형으로 전환하되, 고등교육재원의 안정적 확보와 재정운영의 자율성과 융통성을 보장하기 위하여 고등교육재정교부금법과 국립대학재정회계법의 제정을 제안하였다. 고등교육재정사업비 배분제도는 시장형 방식에서 대학의 특수성과 자율성을 보장하는 수식형 방식으로 전환할 필요가 있고, 대응투자 요구를 지양하고 안정적인 고등교육재원을 확보하되, 수식에 대한 재검토가 필요함을 제안하였다.

The purposes of this study are to review the allocation models of higher educational finance, to analyze the actual conditions and problems of national allocation system of financial resources for higher education, and to suggest on some alternatives for the improvement of the system. The study suggested that the allocation system for national universities should be transferred from negotiated funding to formula funding, and it is necessary to enact the higher educational financing law and the financing and accounting law for national university. Also, it proposed that the allocation system for the working expenses should be transferred from market-based funding to formula funding, and the central government should secure stable financial resources and reexamine the current formula.
