오늘날 테러는 대상과 수단도 다양하게 변화되고 있으며, 활동무대도 중동에서 서남아를 거쳐 동남아로 확장되는 추세를 보이고 있다. 이와 같은 테러를 방지하기 위해서는 국제협력의 강화와 국제법적 노력이 요구되며, 테러에 대한 정치, 경제적 제재조치와 더불어 정보수집 활동 및 공조체제유지가 필수적이다. 그리고 사전에 테러를 차단하거나 테러범을 검거하며 국내적으로 테러방지법의 입법 및 정비와 테러 전담조직의 정비가 필요하다. 아울러 테러방지를 위한 국제사회의 집단적인 노력과 협력이 필수적이며, 특히, 국제운송로 방호를 위한 협력 강화가 중요하다. 이러한 노력과 더불어 테러의 원칙적 근절 방안 강구가 요구된다. 이를 위해서는 문명 간 대화를 포함하여 공동체와의 연대성을 강화해야 한다.
To the Present, the enlargement of terrorism's sphere and diversity, Tendency of stage of activity is going to enlarge from Middle East to West-South Asia and South-East Asia. To solve lot of problem raised from terrorism and anti-terrorism, it is demanded to strengthen international cooperation and effort of international law. Also, it is necessary to sanction political and economic measures, information gathering and cooperation mechanism, preliminary cot-off of terrorism and improvement of special terror team. It is necessary to prevent terrorism from collective effort and cooperation. Specially it is important to secure international transportation route. It take measures origin root-out measures to prevent terrorism. In order to this measures, we must enforce dialogue with civilization and collectivity with community.
