A Study for Systematising Plans of Carework in Childcare within Families

The policy for child care in Korea has been focused on the institutional-based child care services. Although the institutional-based child care services have been helpful to many households who raise children, it is still not sufficient for the households who have individualized demands for child care. Although home-based child care may cover those individualized and various demands as a complement for institutional-based child care, it couldn't be the center of political interest for child care so far. In these circumstances, this study aims at searching the plans to support home-based child care. For accomplishing the purpose of this study, the actual conditions related with home-based child care were surveyed by KWDI, KIPF and KRIVET. The results show that there are divese demands for child care that institutional-based child care services can hardly meet. For example, the parents need the home-based child care services after the facilities are closed because of night shifts etc. But unlike the institutional-based care services, there is no financial support for using the home-based child care services provided from nonofficial companies. For procuring equity in using different types of care services, the financial support need to be offered to the households who employ home-based care services. On the other hand, the providers(companies and each individual caregiver) of home-based child care services in nonofficial area are also surveyed. The result shows that the companies and the caregivers suffer financial problem and low wages respectively. For managing the human resources of home-based child care systematically, the qualification system for the home-based child carers needs to be promoted.
