AHP를 이용한 대학재정지원 포뮬러지표 개발

Developing Formula Indicators Based on AHP for Financing Universities

이 연구는 AHP(계층분석적 의사결정기법)를 이용하여 포뮬러펀딩 지표를 개발하고자 하였다. 설문조사는 전국 대학 및 연구소, 전문가 등을 대상으로 실시하였다. 그 결과를 요약하면 다음과 같다. 첫째, 현황지표와 향상도지표의 가중치에 있어서 상대적으로 현황지표를 강조하였지만, 향상도 지표에 대해서도 적지 않은 지지를 보여 주었다. 둘째, 여건지표와 성과지표의 가중치에서는 성과지표를 강조하는 경향이 나타났다. 셋째, 여건지표 내에서는 전임교원 확보율, 학생당 교육비, 장학금지급율의 순으로 높은 중요도를 보여주었다. 넷째, 성과지표 내에서는 취업률, 재학생 충원율, 산학협력 정도, 국제화 지수의 순으로 높은 중요도를 보여주었다. 다섯째, 산학협력지표를 제외하고 성과지표의 상대적 비교를 하는 경우 취업률, 재학생 충원율, 국제화 수준의 순으로 높은 중요도를 보여주었다. 향후 측정가능하고, 지표에 활용가능한 정보공시 항목이 추가될 경우 새롭게 AHP를 통한 가중치 설정이 필요할 것이다.

The purpose of this study is to develop formula indicators for financing universities based on AHP. In order to accomplish the purpose, survey method was adopted. Subjects for the survey were professors, researchers, and Ph.D. students. Collected data were analyzed through AHP method. Indicators were selected based on 'Public disclosure of university information' system. Based on the result of the analysis, the conclusion and further suggestion of this study are as follows: First, more emphasis on indicators of present state was placed rather than indicators of improvement. Second, more emphasis on indicators of outcome was placed rather than indicators of condition. Third, student/professor ratio, educational expenditure per student, scholarship ratio are the order in condition indicators according by importance. Fourth, employment ratio of graduates, drop-out ratio of students, degree of cooperation with industry, internationalization are the order in outcome indicators according by importance. When another disclosure items of 'public disclosure of university information' system usable for formula funding are added, weight of indicators for the formula should be renewed through AHP again.
