경찰의 인력과 장비만으로 급격히 증가하고 있는 치안문제에 적절히 대처하는 데는 한계가 있다. 이러한 한계를 인식한 경찰은 지역주민의 협조에 대한 필요성을 절감하여 지역사회에 기초한 범죄예방활동에 많은 관심을 보이고 있다. 지역사회 범죄예방활동에의 주민 참여가 여러 형태로 시도되어 왔으며, 그 결과 지역사회에 기초한 범죄예방활동은 선진 각국의 주요한 범죄예방활동으로 자리 잡고 있다. 거버넌스적 관점에서 보면 지역치안의 보다 효과적인 확보를 위해서는 보다 합리적인 경찰기구의 개편과 더불어, 범죄의 예방과 퇴치는 경찰만의 책임이 아니고 지역사회와 경찰의 공동의 문제라는 인식의 공유와 함께 경찰과 지역사회간의 네트워크의 구축을 통한 협력치안체제를 강화하는 것이 필수적이다. 따라서 본 논문은 미국을 중심으로 지역사회범죄예방활동사례를 분석하고 이를 토대로 지역사회의 평화와 안전을 구축하기 위한 경찰과 지역사회의 협력적 치안의 효과적인 활동방안을 모색하는데 있다.

Police reformers in the early 21st century place great importance on the development of police-community partnerships without recognizing the deep obstacles facing these relationships. Recognizing cooperation between the police and community is essential in securing local safety. The community participation in the environment is illustrated in terms of two determinant factors: the degree of openness of the government towards the community participation process and the increasing complexity of the decision making process. Based on a case study of community crime prevention activity in America, this study proposes implementing some policy means adopted in the PCR (Police-Community Relations) movement to improve mutual trust between the police and community organizations.
