국가종합전자조달 현황과 활성화 방안에 관한 연구

A Study on Utilization of Government E-Procurement System in Korea

기업간 거래에 인터넷 기술의 응용에 최근 많은 관심을 집중되고 있다. 강력한 비즈니스 수단으로 인터넷의 중요성을 인식하면서, 정부전자조달시스템과 같은 공공전자조달시스템을 포함한 많은 기업과 조직들은 전자상거래의 이점을 취하기 위해 빠르게 움직이고 있다. 세계 각국의 정부는 전자정부 전략으로써 정부전자조달의 효율성을 추구하고 있다. 본 연구에서는 조달에 있어 인터넷 기반의 기술의 영향력을 검토하고, 전자조달이 경쟁력 증대에 어떠한 도움을 주는지에 관해 살펴보고자 한다. 또한 정부전자조달의 활성화 방안을 모색하고자 한다.

The application of Internet-technologies to support inter-business transactions and relationships has recently received tremendous attention. Recognizing the importance of the internet as a powerful business tool, a number of organizations including public ones with GEPS(Government e-Procurement System) have adopted quickly e-procurement system based on internet to take advantage of electronic commerce. Most of governments in advanced countries in the world have established public e-procurement system as an e-Government strategy for better efficiency. This study explores the impact of internet-based technology on the procurement function, how e-procurement is helping organizations to enhance their competitiveness and the challenges to its adoption. The study also presents the findings from a survey conducted to gain insight into the adoption of e-procurement by Korea government's public e-procurement.
