국가의료보장체계에서 민간의료보험 의료비의 영향분석

The Effects of Private Health Insurance Expenses on the National Health System

본 연구에서는 OECD국가를 대상으로 민간의료보험을 통한 의료비 부담이 국가의료보장체계에 미치는 영향을 분석하였다. 주요 분석결과는 다음과 같다. 첫째, 국민의 건강상태가 좋은 국가, 의료비 지출이 많은 국가, 공공의료제도 적용인구가 적은 국가가 민간의료보험 의료비 지출이 적었다. 둘째, 민간의료보험 의료비 지출이 많은 국가일수록 국민의 건강상태가 좋았다. 셋째, 민간의료보험 의료비 지출이 많은 국가일수록 국민의료비가 증가하였다. 이러한 분석결과는 공공의료비 지출에 대한 부담이 많은 국가들이 공공의료비 통제를 위해 민간의료보험에 대한 의존을 높이면서 전반적인 국가 의료비 지출이 증가하고 있는 것이 원인으로 해석된다. 건강보험 보장성이 취약한 우리나라에서는 민간의료보험을 활성화할 경우 국민의료비 지출을 증가시켜 국민부담을 증가시킬 수 있기 때문에 신중하게 접근해야 할 것이다.

This study analyzed the effects of private health insurance (PHI) expenses on the National Health System of OECD countries. The major results of the research are as follows. First, in the countries where the citizens have good health, the national health expenses are larger, but where the public health service system covers only a small population, the PHI expenses are small. Second, the countries with large PHI expenses show the good health condition of the citizens. Third, the countries with large PHI expenses are increasing their national health expenses. These results reveals that countries with large pressures on their public health expenses tend to raise their national health expenses and depend on PHI in order to control the public health expenses. If PHI was activated in Korea, the burdens on the citizens could be increased for increasing the national health expenses. Therefore, the implementation of PHI in the application of private insurance must proceed prudently.
