국회의원들의 홈페이지 내용분석을 통한 정의로운 시민성 함양을 위한 정치콘텐츠 현황 연구

Contents Analysis on Expressing Principles of Justice in Lawmakers' Homepages for Cultivating Citizenship

본 연구에서는 복지국가의 정의원리에 바탕을 둔 정의로운 정치콘텐츠 모형을 국회의원들의 홈페이지의 내용에 적용 분석하여 국회의원들의 홈페이지를 통하여 구현하고자 하는 시민의 정의원리가 무엇인지를 찾아보고 지역구별, 성별, 당선회수, 정당별 등의 차이점은 없는 지를 알아보았다. 그리하여 궁극적으로 국회의원들이 시민들에게 어떤 정의원리를 갖고 쌍방 소통을 하고자 하는 가를 국회의원들의 홈페이지에서 노출된 내용 중심으로 분석하였다. 그 결과 국회의원들은 대체적으로 평균지향적인 정의원리를 추구하고 있었고 민주정치발전에서 보다 요구되는 정의감 덕목의 하나인 양보지향적인 정의원리는 상대적으로 미약하게 나타났다. 따라서 향후에는 보다 정의로운 시민성 함양을 위하여 국회의원 홈페이지의 내용에서 양보지향적인 정의원리를 추구하는 정치콘텐츠 개발이 요구되며 나아가 시민들과 쌍방향적인 대화를 통해 보다 질적으로 향상된 성찰적 민주주의 정치문화를 형성해 나갈 필요성이 제기되었다.

This study analyzed the political contents of lawmakers' homepages from the perspective of justice principles. I determined the frequency that three principles of justice appeared in the lawmakers' homepages through contents analysis of the lawmakers' homepages for cultivating citizenship. Lawmakers should contribute to advancing political culture in their homepage through two-way communication with citizens. In this paper, I analyzed the Lawmakers' homepages according to the equality oriented, average oriented, and concession oriented principles of justice. Most lawmakers are trying to communicate with citizens in terms of the average oriented principle of justice in their homepages. Because civil society needs much more concession virtue in order to advance the democratic political development, lawmakers need to focus more on communicating concession oriented principles of justice to citizens for cultivating citizenship.
