동북아지역 안정을 위한 일본의 역할

Japanese Role for Regional Stability in Northeast Asia :　Strategic Application Possibility of Japanese ODA

동북아시아에서의 북핵문제, 납치문제, 과거사문제는 동시에 일괄적으로 타결될 가능성이 높아 보인다. 그간 미국이 북한을 소외시켰다면 이제 상황반전에 따라 일본이 소외될 가능성마저 있다. 이 부분에서 일본외교 목표 가운데 하나인 동북아지역 안정의 재편과정에서 일본이 ODA를 전략적으로 활용한다면 일본이 소외될 가능성을 배제할 수 있다. 즉 일본은 납치문제를 2국간 문제로 처리하기 보다는 오히려 유엔이나 제3국을 통한 해법을 모색해야한다고 본다. 이를 위해 ODA를 활용하는 것이 하나의 대안이다. 북한도 이렇게 되면 일본인의 납치문제이지만 상대하기 싫은 일본이 아닌 국제기구를 통한 해법을 선택하는 데에 주저하지 않을 것이다. 동시에 일본은 북핵문제의 포괄적 해결에도 ODA를 촉매제로 활용할 수 있다. 이를 위한 전제조건은 북일 관계정상화 타결이다. 그러나 이는 이미 6자회담 틀에서 논의되고 있기에 전체를 아우를 수 있는 가능성이 열려 있다. 그렇다면 일본은 ODA의 전략적 활용으로 동북아지역 안정을 위해 일본역할을 수행하는 것이 된다. 이러한 역할수행은 지역질서 재편과정에서 일본이 적극적이라는 평가를 받을 것이다. 이러한 가능성을 도외시한다면 일본은 과거사(납치문제)에 빠져 대과거사(식민지, 종군위안부)의 더 큰 짐을 짊어지지 않으면 안 될 것이다.

The purpose of this article is to analyse and evaluate Japanese post-war pacifism. The three statements of 'Heiwa-mondai-danwakai (Meeting to discuss the Peace Problem)' are assessed to be the origin of Japanese post-war pacifism. The 'Danwakai' proponents make much of the fact that 'Danwakai' offers a logical basis to overcome the two-camp theory. The opponents criticize the ideals of 'Danwakai' as being too lofty to be realized in the real human world. A balanced evaluator will pay attention to the fact that 'Danwakai' pacifism was formed against the Korean War. To accept the realityof war might mean to abandon the ideals for peace. In that sense, Danwakai's utopian romanticism was designed deliberately or politically as a strategy for pacifists in those years. When the followers of 'Danwakai' pacifism promoted it as a principle, the limitation and defects of the Japanese post-war pacifism appeared clearly.
