Cause and Resolution of Conflicts Between the Larger and Basic Area Unit of Local Governments in Korea's Chon-Nam Region

본 연구에서는 도ㆍ시군 간에 갈등이 있는지, 그리고 갈등이 있다면 어느 정도인지 경험적으로 분석하였다. 자료는 2001년 7ㆍ8월에 전라남도 도청과 각 시군의 공무들로부터 수집되었다. 갈등의 분석모형을 구성하기 위하여 두 개의 변수를 채택하였다. 첫째로 구성원들이 추구하는 목표에 차이가 있는지 알아보기 위하여 목표차이라는 변수를 도입하였다. 둘째로 구성원들이 상황을 인지하는 내용의 일치정도를 알아보기 위하여 인지차이라는 변수를 도입하였다. 두 변수로 사분면을 구성하기 위하여 가로축에 목표차이를 놓고, 세로축에 인지차이를 놓았다. 이 모형으로 분석해본 결과 전라남도와 시군 간에는 갈등이 없는 것으로 나타났다. 시민들이나 공무원들이 느끼는 갈등 정도와 분석결과에 차이가 나는 이유는 어느 시군이나 혹은 도의 본청과의 사이에 사소한 갈등이라도 있게 되면 신문이나 라디오 및 TV 등 언론이 이를 집중 보도함으로써 문제의 심각성 정도 이상으로 현시성을 보이기 때문인 것으로 보인다.

This paper, at the time when Koreans experienced twelve years' local autonomy from 1990 to 2001, raised two questions and tried to answer them empirically: whether there were conflicts between the larger area unit of local government and the basic area unit of local governments in Chonnam Region, and what resolutions were the best, had there been conflicts. For building the research model, two variables, that is, 'difference of goals' pursued by the regional officers and 'difference of cognitions' when they perceived or understood their goals, were introduced into the conceptual model. In the model, the goal difference was put on the horizontal axis and cognition difference on the vertical axis. The empirical analysis disclosed astonishing two results, no goal differences and no cognition differences among officials. The results of the data fell on the fourth quadrant in the model and meant that there were no conflict between the regional and local governments in Chonnam Region. But many journalists, officials, and professionals like professors supposed that there had been critical conflicts among regional and local governments. What lead them into wrong positions concerning conflicts in that region. This paper concluded that the salience of the disputing local issues made the people understand as if there had been big conflicts among the regional and local governments. Recalling the situation at that time, there had been only one or two conflicts in that region, but local journals, TV, and radios featured that kind of conflicting issues for a long time. This lead the wrong understanding the conflicts among regional and local governments in that region and Korea.
