방송프로그램 등급제 장르 확대 방안 연구

A Study of Genre Expansion for the Classification System of TV programs

본 논문은 방송 프로그램 등급제의 문제점과 그 개선방안을 모색하기 위한 연구이다. 현행 방송등급제는 방송 프로그램이 어린이 및 청소년에게 미치는 역기능적 폐해를 최소화하기 위한 대안의 하나로 채택하고 있는 제도이다. 이 제도는 2001년 2월 1일 영화, 수입드라마, 뮤직비디오, 애니메이션 등 4개 장르를 대상으로 시작되었다. 이어 2002년 5월1일부터는 국내제작 드라마에 대해서도 등급제를 추가실시하게 되었다. 그러나 그동안 방송프로그램 등급제에 관련된 논의에서는 빠짐없이 등급 대상 장르의 확대 문제가 거론되어왔다. 따라서 본 논문은 방송등급제의 문제점 개선을 위한 대안 중 장르 확대 방안을 중심으로 다루었다. 이를 위해 등급제에서 제외된 장르의 TV프로그램을 대상으로 모니터를 실시하였다. 모니터 결과 다음과 같은 정책적 제언을 제시하였다. 첫째, 버라이어티/오락 프로그램, 시트콤 장르에 대해서는 즉각적인 장르 확대가 필요하다. 둘째, 뉴스 및 연예 정보 프로그램의 경우는 부분적인 시행 검토가 요구된다. 셋째, 어린이, 교양, 정보 장르의 경우는 등급제 대상으로 포함할 필요가 없다. 다만, 이러한 방송등급제 장르 확대에 대한 견해는 앞으로 보다 다양한 검토와 논의를 거쳐 확정되어야 할 사안이라고 여겨진다. 한편, 방송등급제의 성공을 위해서는 장르 확대 이외에 가정에서의 실천이 더 중요한 과제이다. 가정에서 식구들이 실제 텔레비전을 시청하는 과정에서 실천하는 미디어교육이 필요하기 때문이다.

This study is aimed to suggest improvement of the Classification System of TV programs. The Classification System has been adopted to minimize the problems which TV programs affect on children or adolescents. When the System was launched in February 1, 2001, it targeted four genres such as movie, import drama, music video and animation. And then domestic drama has become an additional target of the Classification System of TV programs since May 1, 2002. This paper is focused on the ideas of genre expansion for the Classification System. TV programs which were excluded from the Classification System were monitored in this study, and the following results were obtained. First, the immediate expansion is required for variety or entertainment program and situation comedy. Second, the partial adoption can be examined for news or entertainment information programs. Third, it's not necessary to include children, culture and information programs in the Classification System. Besides genre expansion, above all, practice at home is important for the success of the Classification System of TV programs
