Japan's Populism : The case of Koizume's Politics

지난 2005년 9월 11일에 실시된 중의원 총선에서 고이즈미 수상이 이끄는 자민당이 세간의 예상과는 달리 압승을 거두자 일본 내에서 뿐만 아니라 한국에서도 고이즈미식 포퓰리즘 정치에 대한 관심이 고조되었다. 이 논문의 목적은 고이즈미 수상의 정치수법을 포퓰리즘이라는 분석틀을 이용하여 고이즈미 정치의 성격, 특징, 그리고 한계 등을 분석하는 것이다. 2001년 4월부터 2005년 9월 총선에 이르는 과정에서 고이즈미 수상은 ‘신자유주의적ㆍ민족주의적 포퓰리즘’을 전개하여 대중적 지지를 획득하는 측면이 강했다. 이 과정에서 고이즈미 수상은 미디어(TV정치)를 최대한 활용하여 기존의 정치질서에 저항하는 ‘반정치적인 영웅’으로 자신을 연출하여 야당 지지층 및 무당파층을 자민당 지지층으로 돌리는데 성공했다. 또한 고이즈미 수상은 우정민영화 법안의 부결을 계기로 그것에 찬성하는 세력을 ‘개혁파로’ 그것에 반대하는 세력을 ‘수구파’로 간주하는 이원론의 단순화된 선거 전략을 통해 자민당 내의 대립을 은폐하고 야당의 존재를 무력화 할 수 있었다. 그러나 고이즈미식 포퓰리즘 정치는 기존 지지조직의 와해, 의회와 자민당 정치에서 파생되는 구조적 한계, 그리고 개인에의 지나친 의존 등의 문제점을 내포하고 있기 때문에 고이즈미 자민당 총재의 임기가 종료되는 2006년 9월 시점에서 자민당 정치는 중대한 기로에 놓일 가능성이 있다.

A surprising landslide victory for the governing Liberal Democratic Party((LDP) in the election for the House of Representatives of Japan drew much attention not only from Japanese but also from Koreans about the populist politics of Japan's Prime Minister, Mr. Koizumi. This paper attempts to analyze his political maneuvers in terms of the characteristics, traits and limitations of populist theory. Mr. Koizumi used "neo-liberal and nationalistic populism" to gain popular support in the general election period between April 2001 and September 2005. He successfully utilized mass media, especially TV, to characterize himself as an "anti-political hero" to acquire support from opposition party members and political independents. In addition to this, when his bill to privatize postal services was defeated, he used this to create an election strategy; he colored the opposition as anti-reformist, and supporters as reformist. This simplified strategy covered up the internal struggle within the LDP and nullified the opposition party. These populist politics, however, have serious side effects: the breakdown of the traditional support organization, the structural limits of the diet and LDP politics, and over-dependence on the individual politician. These structural weaknesses may result in a crisis of LDP politics in September 2006 when Mr. Koizumi's term as the president of LDP is over.
