This dissertation is concerned with a comparative survey and analysis upon competency assessment systems in governmental agencies and private enterprises. Through the survey and analysis, this study attempts to construct a better competency assessment system for the Korean government. The contents of survey and analysis constitute the objectives and utilization, objects and scale, organization and staff, competency categories, assessment techniques and devices, assessors, assessment programs, procedures, timing, period, schedule, information release of competency assessment. The results of this study suggest (i) diversification of objectives and objects of assessment, (ii) construction of autonomous assessment organization in each agency, (iii) development of competency items and measuring indicators, (iv) induction and diversification of assessment techniques and devices, (v) longer assessment period, (vi) development of simulation cases, (vii) improvement of running process for assessment programs, (viii) upheaval of relevancy with other human resource management factors, (ix) various utilizations of assessment results, and so on.
