The perception of personnel management justice has an effect on the organizational behaviour, which leads the productivity of local government. This study shows that the corruption of personnel management is serious and personnel management justice is low. It also reveals that performance appraisal, 360 degree feedback and personnel management committee do not function properly. In order to enhance the performance appraisal justice, the role of the assessors should be increased, the procedures of the appraisal should be reformed, the results of the appraisals should be uncovered and the consultation of the consequences of the appraisals should be requested. In order to enhance the 360 degree feedback justice, assessor should be appointed who can make proper appraisals and anonymity should be secured. In order to enhance the justice of personnel management committee, non-governmental member should be its head and the qualification should be readjusted so that personnel specialists may participate the committee. The committee should have the authority to claim amendment.
