‘핵보유’시대 북한의 대남정책 변화와 우리 사회의 논쟁

The Change of North Korea's Policy toward South Korea and the Argument in Our Society

본 연구는 북한의 대남정책에 대한 연구를 목적으로 하며, 따라서 1998～2004년에 연구된 국내의 논문들을 분석하였다. 기존의 연구들은 학문적으로 많은 가치를 가지고 있지만, 여전히 과제를 남기고 있다. 북한은 통일정책과 대남정책의 개념을 규정하고 사용하는데 있어 혼동이 존재해 왔다. 그럼에도 불구하고 북한 대남정책의 변화에 대한 많은 논쟁이 있었다. 그러나 견고한 근거를 가지고 보다 정확한 분석을 해야 할 것이다. 왜냐하면 그러한 분석은 북한을 평가할 뿐만 아니라 한국정부의 대북정책을 수립하는데 영향을 미치기 때문이다. 북한 대남정책 연구의 대부분은 북한의 몇 몇 규정의 내용을 근거로 채택하고 있다. 대표적인 규정으로는 조선로동당 규약(1980)과 주체사상의 조국통일이론(1985)를 들 수 있다. 우리는 이 문제를 다루는데 있어 신중해야 한다. 왜냐하면 두 가지 규정은 이미 20년이 지난 문건이기 때문이다. 그러므로 연구를 위해 두 가지 문건을 사용하는 데 있어 주의를 요한다. 90년대 이후 이미 북한의 혁명전략의 요인들은 변화해 왔다. 그리고 오늘날 북한은 과거의 주적이었던 미국, 일본과도 관계 개선을 위해 노력하고 있다. 그리고 ‘변화’란 상대적인 개념일 수 있다. 사실상 북한의 변화는 우리 사회의 북한에 대한 인식과 관련될 수 있다. 만일 우리가 북한의 어떠한 변화도 받아들이지 않는다면, 북한의 변화는 아무 소용없는 일이 된다. 따라서 북한에 대한 유용한 평가를 위해서는 정밀한 근거를 분석하는 노력이 필요하다.

The problem of public security should be recognized under the concept of co-production, which demands positive participation from all organizations, in order to offer public security and peace for community inhabitants. Therefore, the current problem of public security cannot be grasped under the role concepts of the police or self-governmental bodies, but should be positively discussed in terms of public security policy by approaching the problems of local governments and multi-organizations. One of the ways for self-governmental bodies to upgrade inhabitants' life quality is to put into practical use various forms of social capital such as crime prevention through environmental design. A concrete way for self-governmental bodies to execute their public security role is to contribute to preventing crimes by establishing a law system on CPTED, in order to establish or reverse ordinance or regulation. Second, the installation of crime-preventing CCTV will prevent crimes by substituting for manpower expenses. However, before crime-preventing CCTV is installed, current vulnerable law systems have to be examined prudently, and the system has to be enforced through rigid standards of law-making. Nevertheless, the most important issue is to gain the inhabitants' positive agreements. Third, to assist volunteer crime preventers positively by making practical use of social finances. To conclude, strengthening of the public security administration association will require the formation of a "crime and disorder reduction partnership" combining the police, inhabitants, and related organizations in order to establish a comprehensive strategy and confront the problems related with crime and disorder.
