지역의 평화를 구축하기 위한 노력의 개념이 치안의 개념을 경찰기관뿐만 아니라 지역사회 치안문제해결을 위한 사회자본의 활용으로 공동체적 다기관협력적 대응(Community-oriented Multi-agency approach)으로 전환이 절실히 요구되고 있다. 지방자치단체의 치안정책 역할 수행을 위한 구체적 방안으로서 첫째, PTED의 법제화를 통하여 범죄예방에 기여할 수 있을 것이다. 즉, 조례 및 규칙 등에 새롭게 신설 및 개정을 하는 것이다. 둘째, 방범CCTV의 설치 지원이다. 현재 CCTV 활용은 인력경비를 대체 하여 범죄예방을 할 수 있는 적절한 수단이다. 그러나, 방범 CCTV를 설치하기 전에 현재의 미미한 법제도를 신중히 검토하여 엄격한 기준(법제화)를 통하여 실시해야 할 것이며 주민의 적극적인 동의를 이끌어내는 것이 가장 중요하다. 셋째, 사회자본을 이용한 자율방범대의 적극적인 지원이다. 우리나라의 자율방범대원은 전국적으로 10만 5천명에 이르고 있으며 방범대원들은 경찰과 협조 하에 범죄예방에 크게 기여하고 있는 실정이다. 이러한 제도를 활성화하기 위해 장비, 운영비, 시설 등을 일본과 같이 지방자치단체에서 적극적으로 지원한다면 치안안정에 크게 도움이 될 것이다. 마지막으로 치안행정협의회 강화이다. 범죄와 무질서 관련 문제에 대한 종합적인 대응전략을 수립하기 위해, 경찰과 주민 및 유관 단체 등과 ’범죄와 무질서 감소 협의체(crime and disorder reduction partnership)'을 구축하는 것이다.

A package settlement is very likely to be agreed regarding the North Korean nuclear issue, abduction issue, and the issue of Japan’s past history relations with North Korea. Meanwhile, the US is content to follow a path of estrangement from North Korea. Nevertheless, Japan may possibly become estranged due to changes in the present situation(Ed- confirm my changes here; the original wording here was confused and I’m guessing at your intended meaning). Therefore, Japan utilizes ODA (Official Development Assistance) strategically in the reorganization process of the Northeast Asian regional order, and can thereby remove the possibility of estrangement. Namely, rather than directly handling the abduction issue as a problem between Japan and North Korea, Japan should entrust the abduction issue to an international organization such as the United Nations or a third country. In one alternative plan, ODA has been utilized for this purpose. North Korea may therefore choose the elucidation through an international organization ora third country. It is necessary for Japan to establish a plan for using ODA to become a catalyst for the simultaneous package settlement of the nuclear issue. That is premised on the normalization of relationships between Japan and North Korea, but this is discussed within the framework of the six-nation agreement. When this stage is achieved, Japan will carry out Japan's role for Northeast Asian regional stability by strategic ODA. The accomplishment of such a role will confirm Japan’s positive contribution in the local order reorganization process. However, if Japan remains tied to past events such as the abduction issue and misses this possibility, Japan will get into difficulty and have to carry out the old-past thing (Ed- what does this mean?
