동북아 지방교류의 현황과 과제

The present condition and subject of region exchange in Northeast Asia : Chungcheng Area Case

지방자치단체가 가지는 국제교류의 의미와 국제간 교류의 필요성을 살펴보는데 연구목적이 있다. 특히 충청지역내 지방자치단체들의 동북아 국가들과의 교류 현황을 자매결연사업을 중심으로 국제교류 실태를 파악하는데 중점을 두고 있다. 국제교류에 있어서 충청지역의 지방자치단체들은 일본, 중국 두 나라 지자체들과 교류협력 사업을 하고 있으며 일본과는 친선도모를 중국과는 경제협력을 하고 있는 분석결과를 얻게 되었다. 즉 충청지역의 지자체들도 동북아에서 중국 시장의 부상에 따라 그 어느 때보다도 국제교류에 앞장서고 있는 것을 보여준 사례인 것이다. 따라서 충청지역 지자체와 동북아 지방간의 국제교류 사업을 위한 효율적 추진단계로는 첫째, 충청지역 지자체와 동북아 지방교류의 접근과정은 교류형태(목표, 주체, 방식, 내용)를 중심으로 상호간 기반 조성단계 거쳐 둘째, 국제교류의 신뢰단계 셋째, 국제교류의 적응단계 넷째, 공생적 국제교류 등의 단계적 접근이 가능하도록 추진하는 노력이 필요하다.

The purpose of this study is to examine the meaning of an international exchange and the necessity of an international exchange which the local autonomous governments have. In particular, it focuses on understanding the interchange status between the local autonomous governments in Chungcheong province and the countries in Northeast Asia, based on sisterhood relationship business. By an international exchange, the local autonomous governments in Chungcheong province are doing their interchange cooperation business with those in China and Japan. That is to say, they promote international friendship with Japan, and cooperate economy with China. It means that the local autonomous governments take the initiative in an international exchange more than before, according to the growth and development of Chinese market in Northeast Asia. There are four effective schemes for the international exchange business between the local autonomous governments in Chungcheong province and those in Northeast Asia. The processes which they approach between the local autonomous governments in Chungcheong province and those in Northeast Asia are 1) making up the foundation mutually, 2) making up the trust of an international exchange, 3) the adaptation of an international exchange, and 4) the symbiotic international exchange, focusing on the interchange form (goals, subjects, ways, contents). For the active local interchange with countries in Northeast Asia, permanent research, interest and efforts are demanded.
