Changes in inter-Korean Relations and Peace on the Korean Peninsula : Application of an Integration Theory and Constructivism

본 논문의 목적은 남북관계 변화에 나타나는 ‘사실상의 통일’(de facto unification)의 의미와 필요를 강조하고 한반도 평화를 위한 인식적 과제를 모색해 보려는데 있다. 논문은 기능주의(functionalism)와 신기능주의(neo-functionalism) 등 통합이론의 관점에서 남북관계 변화를 살펴보고, 구성주의(constructivism) 시각에서 과제를 제시했다. 남한의 대북정책은 기능주의와 신기능주의의 순환이었는데, 남북정상회담을 계기로 다시 신기능주의적 관점에서 발전하고 있다. 6·15 남북공동선언은 남북관계 패러다임을 사실상의 통일로 바꾸는 전기가 되고 있다. 통일지상주의에서 벗어나 통일보다는 평화를 염두에 두고 점진적인 평화관리에 입각해 사실상의 통일을 우선 추구하는 인식이 현실적일 것이다. 한반도 평화를 위한 인식적 과제로는 첫째, 남북관계에서의 새로운 정체성과 상호성의 문제를 들 수 있다. 인간안보의 보편화, 힘(power)과 발전(growth)의 의미 재구성, 포괄적 상호성 인식, 긍정적 상호작용의 추구 등이 제기된다. 둘째, 몇 가지 통일쟁점에 대한 균형 인식의 문제가 있다. 열린 민족주의, 한반도 평화번영의 필요, 한반도문제의 지정학적 이해, 화해협력과 안보의 균형 인식, 민족문제에 대한 북한의 정치적·편의적 활용의 의미, 미국의 신축적 대북 역할 필요와 우리의 초당적 협력 등이 그것이다. 셋째, 전략적·실용적 사고가 필요하다. 대북정책 기조와 정책대응을 구분해 인식하며, 미국의 동북아정책과 한반도정책과의 연관성을 이해하는 것이 필요하다.

The purpose of this article is to emphasize the meaning and necessity of de facto unification in inter-Korean changes and explore the tasks required to achieve peace on the Korean Peninsula. To this end, this research examines changes in inter-Korean relations from the perspective of an integration theory such as functionalism and neo-functionalism, and presents tasks for recognition in terms of constructivism. South Korea's North Korean policy has been alternating between functionalism and neo-functionalism, and its policy has been developed from the perspective of neo-functionalism based on the foundation of the 2000 inter-Korean Summit. The June 15th South-North Korea Joint Declaration was a critical occasion for changing the paradigm of inter-Korean relations as de facto unification. Discarding the omnipotent viewpoint on unification, it would be more realistic to pursue de facto unification based on gradual management for peace, i.e., focusing on peace rather than unification. The following tasks are required for recognition of peace on the Korean Peninsula: the formation of a new identity and the necessity to change recognition on reciprocity in accordance with inter-Korean changes,the necessity of open nationalism and peace and prosperity as a matter of balancing recognition on unification issues, understanding geopolitical aspects on the issues of the Korean Peninsula, keeping the balance between reconciliation and cooperation and security, understanding the North Korean intention on the issue of the nation as their convenient purpose, promoting the flexible role of the US toward North Korea and practicing bipartisan cooperation in South Korea, recognizing between basis of South Korea's North Korean policy and pursuit of its policy as a separate matter based on strategic and practical thinking, and understanding US policy toward the Korean Peninsula.
