최근 인사개혁의 성과평가와 새 정부의 인사개혁 과제

This article analyzes the contents and the performance of recent civil service reform introduced during the Roh Moo-hyun Administration (2003-2008) and then proposes some new civil service reform measures for the incoming administration. This article first reviews the process and core agenda of recent civil service reform, followed by a discussion of the performance of civil service reform in considering the following two elements: (1) the degree of its completion in each area of civil service reform; and (2) reform approach based on the roadmap for civil service reform. Based on such analysis, this article proposes eight new reform measures for the incoming administration in order to continue and complete the performance of civil service reform introduced in the Roh Administration and to overcome the limitation of recent civil service reform for further development. The eight new reform measures include: a safe soft-landing of the Senior Civil Service system and breaking out of the outdated personnel practices based on the rank system, promotion of competitiveness in human resources in the public sector and human resource restructuring, promotion of strategic human resource management in each ministry, acceleration of civil service reform in local governments, establishment of an advanced welfare system for civil servants, stabilization of labor relations in government, and promotion of administrative and civil service reform based on the integrated roadmap.
