This paper intends to translate and explain the text and the main subjects of the Treaty establishing a Constitution for Europe(`European Constitution`) signed by the Rome European Council on 29 October 2004 and the possibilities of its ratification. The European constitution is composed of preamble, five main parts, and protocols and declarations. Among the issues, this paper translates the provisions of the Part II `The Charter of Fundamental Rights of the Union` of the European Constitution. This work is useful for understanding the key terms and structure of the european charter of fundamental rights.
