It is argued that Prostitution Prevention Act 2004 in Korea has failed to deter the growth of prostitution market. This is mainly due to the widespread use of the Internet for prostitution. After discussing the concept, typology and characteristics of the Internet Prostitution, this study provides the result of survey on sex offenders attending John School in Seoul. This survey aims to find out the differences in recognition of prostitution between on-line and off-line user groups of sex offenders. According to the findings, on-line user group tends to have weaker guilty recognition of prostitution and to consider prostitution as just ‘play’ comparing to off-line group. To reduce the internet prostitution, alternative policy that increases transaction cost, while that decreases the utility of accessing to the Internet for prostitution is demanded.
