Today, restraints for crime prevention come in a variety of forms with the advancement of scientific technology. The electronic monitoring system is one of those restraints. This monitoring system is a program focused on the treatment of criminals in society, especially their return to society, and thus it has been adopted to support their successful return to society by providing proactive treatments for them. In Korea, it has been suggested that the electronic monitoring system needs to be introduced against sex offenders who are likely to commit their crimes again. The “Act on Putting GPS Tracking Devices on Special Sex Offenders” was enacted in this situation. The electronic monitoring system means that the whole detective regulation system will be reestablished beyond the introduction of new detective punishment methods. It is unknown whether this system will help prevent sex crimes and promote safety in society. Moreover, some concerns are raised about infringing on human rights and punishing offenders over again. In this context, the study reviews the details of and problems with the electronic system and proposes its future desirable directions based on the results.
