Global Financial Crisis and the Future of ‘Defense Reform 2020’

국제금융위기의 파장은 한국 국방부의 미래 계획에까지 심각하게 영향을 미치고 있다. 전대미문의 국제금융위기를 극복하기 위해서는 그야말로 패러다임 시프트(paradigm shift)가 필요하며, 실천적 마인드로 무장해야 한다. 국방부가 지난 11월 24일 KIDA 에서 발표한 ‘국방개혁 기본계획 조정안’은 자금운용에 관한 구체적 계획이 생략되었다는 비판과 함께 그동안 지적되었던 문제점들을 충분히 반영하지지 못했다는 지적을 받았다. 본 연구는 국방부가 직면한 딜레마를 충분히 인식하면서, 2020년까지 안보상황을 관리하기 위해 어떤 우선순위를 가져야 하는 지에 관해 다루고 있다. 특히 우리 군이 국제사회와 공유할 수 있는 전략적인 비전이 필요하다는 점과 국제 평화유지 활동의 참여 폭을 확대해나가는 일이 시급하다는 점을 강조하고 있다. 또한 병력의 감축문제에 있어서도 이라크와 아프가니스탄의 교훈을 통해 안정화와 재건을 위한 미래소요를 충분히 반영해야 한다는 점을 강조하고 있다. 특히 선진강군을 만들기 위한 새로운 임무와 역할의 개발이 구조변혁의 내용이나 상징성보다 우선시 되어야 한다는 점을 강조하고 있다.

The consequences of global financial crisis have seriously affected the way the ROK Ministry of National Defense plans for the future. Postures, preparations, and prognostications need to be revised to reflect such financial difficulties. MND offered its initial briefing of the revised version of ‘Defense Reform 2020’ to the opinion leaders and media people on November 24th at the KIDA but failed to satisfy the audience since it could not explain whether funds are available for the ambitious reform. This study recognizes the dilemmas that MND face but suggests that it still can manage the situation and upgrade its capability by 2020. ROK armed forces need a kind of strategic vision that can be shared by the Korean people as well as people of neighboring countries. It needs to engage further in the global peacekeeping activities and should be more careful on reducing the numbers of ground forces considering the fact that potential contingencies need more troops for stabilization and reconstruction as we observed in Iraq and Afghanistan. Searching for a new mission and role for the Korean military is much preparable at this moment than carrying out a large-scale transformation of force structure. This study outlines 10 points that Korean Defense Reform 2020 needs to be revised.
