Nowadays, considerable many researchers believe that tourism is one of the oldest developing industries from prehistory period. Many early forerunners traveled over the world with dauntless will, which was to explore undiscovered world. Furthermore, according to the flow of time, almost all countries are regarding tourism as one of the important industries because it can contribute to nearly all countries' economy as an important source of income and foreign exchange earnings, and as a major generator of jobs and tax revenues. It can also contribute to educational and recreational values, and enhance the quality of life. Therefore, at this time, we are worth looking back to the history of tourism policy. According to the Edgell of Professor in George Washington University, "Marco Polo is the father of tourism policy." Thus, we have to go up to 13th century to find the forerunner, Marco Polo, that gave us some directions in tourism.
