The Concept and Category of Public Utilities Charges in Korea

Public utilities charges are characterized by the necessity of products, the concomitance of production and consumption, and the monopoly of services. Therefore, it requires that government intervene public utilities to provide their proper services sufficiently with their adequate prices without distinction. In this context, we analysed public utilities charges in Korea. And we suggest two views of public utilities charges. First, we have to clarify that public utilities charges are prices of services which public utilities provide. Second, the bottom line is that if we only control public utilities charges in terms of price stabilization, it will give rise to ill effects on national economy.
