Issues in the Practice of Case Management for the Home Care Service System

Case Management is now being established firmly as a practice method in social welfare, especially in the home care service system. Within a near future, a full-scale adoption of case management is expected because of various factors requiring its introduction; the increase in the population with complex needs, government policy orienting towards the home care service system, trend and need in the nation to expand the home care services, the affinity between the case management home care service models. Looking into the practice of and research in the case managemant in this country, we found that the ideal types of case management model are quite fruitfully studied. However, we also found a lack of empirical research on the effectiveness and efficiency of the model and its application remains at an explorative level; inquiries are conducted as to the extent to which the case management processes are adopted in the field, the possibility of the model's adoption, and some issues in the practice of the model. This paper turned to the results of some pilot projects in England on the case management models for some empirically based insights in their practices. In England, screening, accurate need-based assessment, and a multi-disciplinary intervention are emphasized for the effectiveness and efficiency in the practice of case management. Combining the two experiences from korean and England, some issues are presented that need to be seriously considered for the case management models to be successfully implemented as a part of the Korean home care service system.
