A Strategy For The normalization of North Korean economy

북한경제의 정상화란 대내외 행동양식에 있어서 국제적 규범과 통념에 부합되고 지속가능한 확대재생산 구조가 확립되며, 국민들의 물질적 수요를 충족시켜주는 경제구조를 말한다. 따라서 북한경제의 정상화는 ‘경제의 근대화’를, ‘경제 자율화’를, ‘국제사회의 일원’으로, ‘대외지향의 경제적 기반을 구축’하는 것을 의미한다. 북한경제 정상화의 장애요인은 경제체제의 비효율성과 잘못된 발전전략 때문이다. 따라서 북한경제의 정상화는 체제의 비효율성을 제거하기 위한 체제이행전략과 잘못된 발전전략을 수정․보완하여 성장구조로 전환하기 위한 산업화전략이 필요하다. 체제이행전략의 관건은 사적 소유제도의 확대와 중앙집권적 계획경제의 시장화이다. 북한경제의 산업화전략의 관건은 수출산업육성을 통한 산업화를 도모하는 것이다.

The normalization of North Korean economy requires three things: meeting international norms in its domestic and foreign behavior patterns, establishing sustainable expanded reproduction structure and satisfying the materialistic needs of its people. Therefore the normalization of the North’s economy suggests the modernization and liberalization of its economy while the North being a part of international society and at the same time establishing Outward-looking economic platform. The normalization of North Korean economy is hindered by two factors: inefficiency of economic system and misled-development strategy. Hence, the normalization of the North’s economy needs transition strategy of removing the inefficiency of the system as well as industrialization strategy of revising misled-development plan. The key for the transition strategy lies on the expansion of the private property and marketization of the centralistic planned economy. And the success of the industrialization depends on upbringing of export industry.
