How to Contribute to the Electricity Industry in Korea: A New Energy Policy in the Age of Weakening Neo-Liberalism

본 논문은 최근 발발한 세계적 에너지위기와 세계적 금융위기가 지난 20년간 유지된 신자유주의를 퇴조시키고 있다는 전제 하에, 우리나라 전력산업의 발전방향을 제시하기 위해 쓰여졌다. 공기업선진화 정책(전력 부문) 및 『국가에너지 기본계획』을 포함하여, 지난 10여 년간 진행된 전력산업 구조개편을 구조개편, 도매 시장개방, 소매 부문 개방의 세 가지 축에서 평가한다. 이어서 이러한 구조개편 과정에 내재한 신자유주의 어프로치를 시장 효율성, 시장 원가주의, 민영화로 요약하고 이에 대응하는 새로운 원칙으로 사회적 효율성, 사회적 원가주의, 민주적·참여적 지배구조를 제시한다.

This article suggests new principles for the development of the electricity industry in Korea under global energy and financial crisis. Reviewing Public Firms Improvement Policy of new government and “National Energy Principles”, I retrospect the restructuring experience of the electricity industry in Korea for the past 10 years, in terms of structural division, power market liberalization and retail access permission. The neo-liberal approach beneath restructuring policies can be summarized as follows: efficiency of resource allocation, cost principle and privatization. Contrary to this approach, I suggest social efficiency, social cost principle and democratic-participatory governance as new principles in the age of weakening neo-liberalism.
