This paper concerns Chomsky's(2005b) conception of phases under which CP and v*P fall out as phase. Chomsky's definition needs an ad hoc stipulation of EF-spreading for the EPP-effect with regard to the phase locality condition to account for the cases of raising and ECM constructions. However, it comes to light that the stipulation produces some serious problems against Chomsky's(2001, 2004, 2005a, 2005b) minimalist assumptions. Therefore, as an alternative to the stipulation of EF-spreading, I propose the 'tensed-T condition' in this paper. Under the 'tensed-T condition', v*P may be identified as a phase only in case that it is selected by a tensed-T. Consequently, v*P is a relativized phase, not an inherent phase like CP.
