도심공동화가 주거조건과 토지이용에 미친 효과

The Effects of the Inner City Decline on Living Conditions and Land Use : The Case of Daegu Metropolitan City

도심공동화는 인구의 교외화로 인하여 도심지의 상주인구가 감소하는 현상이다. 도심공동화 현상은 도심지역의 세수감소, 공공서비스의 질적ㆍ양적 수준의 저하, 주거환경악화 등의 연쇄반응을 거쳐 궁극적으로 도심지역을 슬럼화시키는 근본원인으로 받아 들여져 왔다. 이러한 이유로 도심공동화는 곧 심각한 도시의 병리현상으로 간주되어 도심재개발(도심재창조) 등을 통하여 극복해야 한다는 주장이 설득력을 얻었다. 그러나 도심공동화 현상을 시장의 자율적 조정기능의 결과라고 보면 그 사회적 효과는 달라질 수 있다. 즉 도심공동화는 인구 및 일자리의 교외화의 산물로써 가계와 기업의 여건변화에 적응한 적정입지 모색의 결과라고 본다면 건전한 조정과정으로 이해할 수 도 있다. 이 경우 도심재개발을 위한 투자는 건전한 시장조절기능을 역행하기 때문에 그 효과를 거두기 쉽지 않게 된다. 본 연구는 이러한 상반된 견해를 염두에 두고 도심공동화의 사회적 효과를 주거 및 토지이용의 측면에서 분석함으로써 도심재생 투자에 선행하여 도심기능의 변화와 이에 따른 투자의 타당성을 심도있게 검토해야 할 필요성을 강조하고자 한다. 분석결과 도심공동화는 인구 및 가구의 감소와 더불어 주택수를 감소시키지만 이에 대한 시장의 긍정적인 조정도 동반하는 것으로 나타난다. 즉 주택규모, 일인당 주거면적등의 측면에서 주거조건이 개선되었으며, 토지이용도 인구이탈에 적응하여 도심 기능에 적합토록 전환되고 있다. 이같은 도심공동화의 득과 실의 공존이라는 분석결과는 도심공동화 현상을 어떠한 관점을 갖고 판단하느냐에 따라 도심재개발 혹은 도심재창조를 위한 공공투자의 타당성이 달라질 수 있다.

The inner city decline is known as one of the significant urban illness because it causes the vicious cycle to the central city. However, the decline of population in the core region can also be considered as the adjustment process of market mechanism. In this respect, this study analyzes the social effects of inner city decline in terms of living conditions and land use in the case of Daegu Metropolitan City. The main findings are follows. First, the decline of housing stock in core region is led by the decrease in single family housing stock. Second, the phenomenon improves living conditions of residents by increasing living area per house and per capita. Third, the urban emptiness phenomenon shifts land use from low density residential use to high density commercial and public use.Based on these findings this study concludes that the emptiness phenomenon observed in the urban core region may represent sound functions of market mechanism, rather than a serious social illness which calls vast amount of public investment.
