일본 단기대학의 평가인증제 운영과 시사

Study on Accreditation System of Junior Colleges in Japan : Analysis and Implications

이 연구는 2007년「고등교육법」개정으로 전문대학을 비롯한 고등교육기관의 평가인증제 도입이 현실화되고 있는 시점에서 일본 단기대학의 평가인증제 운영 실태를 분석하고 시사점을 파악하는 데 목적이 있다. 이를 위하여 우선 일본 고등교육기관의 평가인증제의 도입 배경 및 운영 체계를 살펴보았다. 또한 단기대학의 평가인증을 실시하고 있는 3개 기구(단기대학기준협회, 대학평가․학위기구, 대학기준협회)를 대상으로 각 기구의 성격, 평가목적 및 특징, 평가일정 및 절차, 평가내용, 평가결과 판정 등을 비교 분석하였다. 분석 결과를 토대로 다음과 같은 시사점을 제시하였다. (1) 상호 연계없이 운영되고 있는 자체평가, 평가인증시스템, 대학정보공시제를 통합된 한 시스템으로 재설계, (2) 달성율 지표 및 대학의 선택지표의 도입, (3) 전문대학의 정체성 및 교육목적에 적합한 평가기준의 개발, (4) 대학별 평가담당자의 지정을 통해 평가업무의 효율성 제고 등을 들 수 있다.

This study is to analyse the accreditation system of junior colleges in Japan and to draw implications for Korean policy. Korea needs to design the accreditation system of higher education institutions in including junior colleges has just introduced by revising 'Higher Education Law' in 2007. To this end, this study examines the introduction background and the operation system of the accreditation system of higher education institutions in Japan. Then compared respectively are the objectives and characteristics of the individual institution, evaluation purpose and characteristics, evaluation process, evaluation standards, and accreditation results of three accreditation institutions(Japan Association for College Accreditation, National Institution for Academic Degrees and University Evaluation, Japan University Accreditation Association) of junior colleges which was authorized by Japanese government. Based on the analysis of current accreditation system of Japanese junior colleges, some implications are proposed; (1) Rebuilding self-evaluation, the evaluation and accreditation system and the public announcement system of university information which are not close connected among them into one integration system. (2) Introduction of the achievement index and the option index which be chosen by individual college as evaluation index. (3) Development of evaluation standards are suitable to the identity and purpose of junior colleges. (4) Introduction of Accreditation Liaison Officer for improving the management efficiency.
