유럽연합(EU)의 고등교육 개혁 동향 분석 연구

A Study on the Analysis and Trend of the Higher Education Reform of EU

이 연구의 목적은 유럽연합(EU)이 추진하고 있는 고등교육 개혁의 배경과 그 내용을 분석하여 한국 대학개혁을 위한 시사점을 찾는데 있다. EU는 경제가 침체 국면으로 접어들면서 지역의 경제적 활력 회복을 위한 원동력으로서 대학개혁을 추진하고 있다. 이 논문에서는 EU가 고등개혁을 추진하고 있는 배경은 무엇이고, 개혁의 구체적인 내용과 그 진행과정은 어떠한 지 살펴본다. 아울러 개혁에 따른 성과를 교육과정, 지배구조, 재정, 산학연계, 인적 이동성 확대 측면에서 분석․평가하고, 고등교육 개혁의 비전과 전략의 제시, 고등교육 국제화의 확산과 질적 수준 관리, 아카데믹 캐피털리즘의 확산과 제어, 그리고 기업가형 대학 출현과 대응이라는 관점에서 정책적 시사점을 제시한다.

The purpose of this study is to search the background of higher education reform of European Union, to investigate the contents, process, to analyse the results of the reform, and to discuss the reform process. Recently, European Union has launched the reform of the higher education to rehabilitate the declined economy of the region. This study reviews the backgrounds of the higher education reform in Europe, the specific agendas and the process and outcomes of the reform. In addition, this study analyses the outcome of higher education reform from the perspective of university curriculum, governance, funding system, university-industry collaboration, and human resource mobility. Lastly, based on the analysis on the related documents and articles, this study discusses on the following issues : the need of macro-policy framework for university reform, internationalization of higher education and quality assurance, academic capitalism and the need for relevant control, and entrepreneurial university and consideration of new leadership for university presidents.
