Review of Educational Leadership Preparation Programs in Korean Higher Education

최근 우리나라에서는 교장 임용방식의 다양화에 관한 논의가 활발하게 전개되고 있다. 특히 현재의 경력중심 승진제도에서 나타난 문제점을 극복하기 위한 대안으로 양성제도의 필요성이 제기되었다. 이와 관련하여 미국은 이미 오래 전부터 교장양성제도를 운영하고 있으며, 대학을 비롯한 고등교육기관이 주요한 역할을 담당하고 있다. 따라서 이 연구는 교장양성에 관한 오랜 역사와 풍부한 경험을 바탕으로 운영되고 있는 미국 교장양성체제의 관점을 분석틀로 활용하여 한국 고등교육기관의 주요 프로그램을 분석하였다. 교장의 리더십 양성과 관련된 교장자격연수 프로그램, 교육대학원 프로그램, 교육과학기술연수원 프로그램을 연구대상으로 하여 각 프로그램의 구조와 기능을 분석한 후, 장점 및 단점을 도출하였다. 이 연구에서는 국내외 선행연구 및 각 기관의 공식자료를 분석하였고, 불명확하거나 추가적으로 보충이 필요한 내용은 프로그램의 설계자, 운영자 및 참가자와의 심층면담을 통해 보완하였다. 연구결과, 한국 고등교육기관의 프로그램은 개선되어야 할 단점을 가지고 있었지만, 활용할 수 있는 장점들도 나타났다. 마지막으로 각 프로그램의 장점을 극대화할 수 있는 교장 리더십 양성 프로그램 모형을 제시하였다.

The educational leadership preparation programs(ELPPs) has long been recognized as one of the primary factors to prepare effective educational leaders. Although academia of Korean educational administration has increasingly recognized the significance of principal's leadership preparation for public educational reform, our understanding on the role and contribution of ELPPs in Korean higher education is still limited and unclear. With a critical mind on this issue, this study reviewed the structural and operational system and analyzed the strengths and weaknesses of ELPPs provided in Korean higher education using an examination lens from the US perspective. Two research methods were mainly employed for the study: literature review and on-site interview. The analyses found several strengths and weaknesses that the Korean ELPPs have. At the end of the paper, the study suggests a model for effective ELPPs-based principal appointment system in Korean context.
