민원을 제기하는 군내 자살사망자 유족의 특성에 대한 연구

이 논문은 민원을 제기하는 군내 자살자 유족의 민원 실태와 특성에 대한 연구이다. 유족의 민원내용과 양상을 살펴보고 이에 대한 대책을 제시하고자 하였다. 군인의 자살은 비전투손실을 초래하고 사기에 악영향을 미친다. 아울러 가족, 동료, 상관, 소속 부대와 군에 대해서도 심각한 피해를 준다. 군내 자살자 유족은 자신들이 피해자라고 호소하고 있으며. 개인적인 이유보다는 부대관리의 미흡으로 사망했다고 민원을 제기하고 있으며, 국가가 그 피해에 대하여 무한책임(無限責任)질 것을 요구한다. 유족들은 조사결과를 인정하지 않고 민원을 반복 및 중복적으로 제기하고 있다. 때로는 장례지연 및 사체와 유골 인수를 거부하기도 하면서 사망의 원인을 군 내부에서 찾으려 하고, 군에 대한 강한 불신과 분노, 피해의식을 표출하고 있다. 민원은 계속적으로 증가되고 증폭 확대 재생산되고 있다. 뿐만 아니라 유족 중 대다수가 PTSD 증상을 보이고 있다. 자살에 대한 사회의 부정적인 시각으로 유족은 더욱 더 소외되고 정상적인 사회생활을 할 수 없게까지 된다. 때로는 병이 발병하여 악화되어 사망하거나 자살하는 경우까지 있다. 정확한 군내 자살사고 피해조사 실시, 제기된 민원에 대한 적정한 수준의 재조사가 필요하다. 자살자 및 유족에 대해 국가는 유한책임론(有限責任論)에 따라 보상과 예우가 요망된다. 국가책임의 정도와 수준을 유족, 학계, 국민, 군, 정부, 국회 등에서 담론화 하여 민주적으로 합의하여야 한다. 자살사망 유가족이 갖게 되는 고통들이 만성화로 진행되지 않도록 하기위한 사후관리프로그램의 검토가 필요하다.

This thesis is a research on the characteristics of the military suicide's bereaved family. The purpose of this study is to consider a content and an aspect of petitions and find a countermeasures to deal with bereaved family's petitions. The military suicide can cause a loss of life and property and depress the morale of the troop. It did great damage to the members of a family, a colleague, a superior officer, and a military unit. A bereaved family appeal to the government that they are a victim. They insist there is no individual reason to suicide. As a unit's fault made him suicide, Government should have responsibility. The military suicide's bereaved family did not admit a invested result, and they repeatedly appeal to the government. They did not often participate in the a funeral ceremony and refuse to take over a corpse and a suicide’s funeral ashes. They look for the cause of suicide in the military, express distrust in military and their anger to government. A petition have been increasingly enlarged and amplified. A lots of bereaved family felt pain, suffered PTSD. Since the negative sense of a suicide in the society, they felt alienated, it made them not live in the society. Sometimes, they are troubled with a illness of the mind, suffer from a disease, die of sickness or suicide. It is requested to survey of the victim of the suicide in the military and properly investigate on the suicide in due process, a petition. Government has better compensate for military suicide and bereaved family with respect. It is need to settle the level of the compensatory measure. It is a high time to agreement among the bereaved family, the learned world, the citizens, Government, and the National Assembly. A conclusion should democratically taken on the issue. It is requested that examination of the treat system on the bereaved family in order to not pass into a chronic state.
