Japan Desperately Needs Grand Strategy

In these times of great upheaval, Japan needs to create and announce a new grand strategy which cope with two kinds of difficulties for the next decades: rapidly shifting configuration of forces in the world and robust mindset of Japanese that yearn stability and continuity. Such a disharmonious situation could be managed by Japanese traditional strengths, that is, Japan’s ability to adapt to changing circumstances in a well-calculated manner and its steadfast endeavor of self-strengthening. Since the defeat in World War Ⅱ, Japan has been accustomed to follow a policy line known as the Yoshida doctrine which delegated Japanese security to the United States and permitted Japan to focus on its economic stability and prosperity. But now, under the situation that the United States is confronted with military abyss and economic chaos, Japan should create a new policy line that would highlight the following six directions of sustained endeavor: (1) creating a grand strategy focussing on the Korean Peninsular and Japanese self-defense without dispatching military forces far from home; (2) being a globally proactive Japan with global-oriented ordinary power; (3) enhancing Japanese human developmentalism on a global scale; (4) improving the ability to create more soft power; (5) enhancing technological and organizational innovations needed to survive among competing nations; (6) waving the banner of the nonnuclear world. Now, Japan should act creatively and vigorously with the above six commandments.
