This paper is for investigating how various childhood backgrounds and approaches taken by elementary school children to learning English affect acquisition of skills in listening, speaking, writing and reading. Furthermore, it investigated what the variables are that cause the differences in terms of the students' level of linguistic competence. Written survey questions were asked of 300 sixth graders from three different elementary schools to assess level of their achievement. Employed for this survey was a written questionnaire containing 42 items and each listening/speaking/writing/reading comprehension test. The data obtained were analyzed according to SAS 8.01 statistical package program. Based on this data analysis, the students surveyed were divided into three groups; upper (25%), middle (50%), and lower (25%). Among the 42 variables, the 29 ordinal scale variables were subjected to regression analysis, and the result was 7 major factors which the researchers named as follows; (1) speaking English at home, (2) family environment, (3) classroom activities, (4) motivation to learn English, (5) amount of time and frequency of study, (6) psychological factor, (7) socio-cultural factor. It was revealed in the data that students who proved competent within the 5% range in one of four language functions were also competent in the other categories.
