This study aimsto examine how Britainhas restructured a systemof media governance, responding to the converging industrial and market structure. It examines the process of regulatory reform to establish an independent regulatory agency, Ofcom since the late 1980s and its political implications. Two arguments are drawn from the study. First, the regulatory reform in Britain is the outcome of a complex social process wherein various stake holders have competed and negotiated to achieve their best interests. Second, Discourse has played a critical role in the regulatory reform process, defining policy problems in a certain way and mobilizing institutional and popular support around a position of the powerful coalition of telecommunication interests.
