Word recognition is essential for reading development. In the early reading process, readears should be proved with appropriated reading materials which safely guide them to acquire basic knowledge about word construction. In this process, phonemic awareness is essential. However, primary school students in Korea are not provided with enough words for learning to read due to the vocabulary limitation set by the national curriculum. The purpose of this study is to present a word list for phonemic instruction at the primary school. To accomplish the purpose, the standard and procedure for selecting vocabulary were established and the words necessary were selected and organized. The concrete procedures of selecting the vocabulary words were as follows: Firstly, the words meeting the standard were extracted from the vocabulary lists of Dolch, Fry, Blevin, and five ESL phonics materials. Secondly, selected words were compared with the word list of the revised national curriculum, 2008 version. Thirdly, the vocabulary list was classified and presented with regard to reading development and the order of phonemic instruction. On the basis of the research outcome, some suggestions to utilize the current word list for phonemic instruction were presented.
