실물옵션 기법을 이용한 공공문화시설의 사회적 경제성 분석

Social Economic Evaluation for public Libraries using Real Option Model

최근 문화에 대한 사회적 관심 증대와 문화수요의 증가에 따라 주목받고 있는 공공문화시설은 그동안 정부 정책에 따라 빠른 속도로 보급되었으나 향후에는 보다 엄밀하게 사회적 경제성에 근거하여 보급될 전망이다. 본 연구의 목적은 공공문화시설에 대한 투자가 갖는 비가역성과 투자편익의 불확실성을 고려하여 사회적 경제성 분석 시 실물옵션기법이 유용하게 활용될 수 있음을 보여주는데 있다. 특히 다양한 실물옵션 기법 중 이항옵션가격결정모형을 이용하여 서울 중량구에 위치한 공공도서관을 사례로 실제 데이터를 활용하여 시뮬레이션을 시행하였다. 분석결과, 이 공공도서관의 경우 운영축소옵션을 고려할 경우 가장 경제성이 있는 것으로 평가되었다.

Increasing investment in public libraries recently triggered by cultural demand for education must be based on objective and scientific economic feasbility test to enhance cost-effectiveness of government budget use. The primary purpose of this paper is to provide an economic evaluation model which considers irreversibility of library investment and uncertainty of library benefits largely associated with numbers of users. Binomial option pricing model is particulary presented to analyze a public library in Jang-lang Gu, Seoul. The results shows that operational contraction option is best suitable for socially efficient management.
