신문이 제시한 대학입학사정관제 개선방안의 비판적 고찰

Critical Analysis of Options for Improving College Admissions Officer System Suggested by Newspapers

본 연구의 목적은 2009년 3월 대학입학사정관제 확대 시행계획이 발표된 후 신문에 제시된 대학입학사정관제 개선방안을 비판적으로 고찰하는 것이었다. 주요 연구결과는 다음과 같았다. 첫째, 대학입학사정관 전형의 공정성을 확보하기 위해서는, 이 전형이 교육적 타당성을 지니고 있다는 전제 하에서, 대입 자율화라는 취지에 맞게 이 제도를 운영하고, 대학관계자 자녀의 지원을 제한하기보다 부적절한 영향력에 대한 제재를 강화하며, 차등적인 보상기준에 의한 특별전형과 구분할 필요가 있다. 둘째, 대학입학 전형자료의 신뢰성을 보장하기 위해서는 공교육의 정상화 및 고등학교 교육과정에 대한 쌍방의 이해를 도모하는 방향으로 대학과 고등학교 간의 연계 체계를 구축하고, 대학에서 교사의 업무 부담을 고려하여 꼭 필요한 정보만을 요구하며, 정보 공유 시에도 교육기본법 제23조의 3에 명시된 학생정보의 보호원칙을 준수하여야 한다. 끝으로, 대학입학사정관의 전문성을 확보하기 위해서는 헌법 제31조 제4항에 규정된 교육의 전문성에 관한 헌법재판소의 해석을 토대로 대학입학사정관의 전문성의 개념을 확립하고, 경력만이 아닌 성찰이 동반된 경험과 대학입학사정관의 역할에 기초한 역량을 갖춘 자 중에서 각 대학별로 자격 연수 후에 대학입학사정관으로 채용할 필요가 있다. 이를 토대로 후속 연구 및 교육정책을 위한 제언을 제시하였다.

The main purpose of this study was to analyze critically options for improving college admissions officer system suggested by newspapers. The major findings of the study were as follows. First, to assure the fairness of college admissions officer system, it would be necessary to operate it in consistent with the purpose of college autonomy, to sanction faculty members and trustees if they attempted to influence over college admissions to their children instead of prohibiting their applications and, to distinguish it from affirmative action, under the assumption that it has educational validity. Second, to guarantee the reliability of data for college admissions, it would be helpful to build a high school-university partnership for normalizing public education and encouraging mutual understanding of high school curriculum, to demand essential information, to reduce teacher burdens, and to protect students' privacies. Last, to increase professionalism of college admissions officers, it would be helpful to interpret the concept of professionalism on the basis of the constitutional demands for educational professionalism and to employ those who have career experience with reflection and professional competencies on the basis of their roles after professional certificate training.
